After emailing my host to ask about the problems that have been plaguing this site, it was suggested that I switch to a Linux hosting solution which would provide full PHP support. My former configuration, since it was running under Windows, would not allow but basic PHP functions to run.  As a result, many functions that you guys can’t see in my admin panel would not work correctly.  Moreover, I could not set permissions for files on my account through the CHMOD command.

So, I switched to a Linux server, and now things are working better than before.  Good news there, obviously.
