The Russians are proposing to build a mine on the Moon that will extract Helium-3, an isotope of Helium that can be used for nuclear fusion.

The base, which will be built by 2020, will include a mine to extract the material, and a transport center that will transport the fuel to the International Space Station for further transport.

If Russia can get the cash required to bankroll this mission, then there may be another space race on our hands. NASA had better stop fiddling around with the Space Shuttle and develop a real space vehicle that can get astronauts into and beyond Earth’s orbit. Not to mention that China may be a player in a space race to the Moon.
